This would be the proverbial perpetual motion machine. It violates the 1st Law of Thermodynamics -- Energy is conserved.
3 amps times 12 volts is 36 watts of power in
32 amps times 6 volts is 192 watts of power out.
Only someone with no science understand would fall for this.
