Basically Kansas is failing. And its directly attributable to the Republican/Conservatives ideas of how taxation and social services should occur. When you have to be ordered to pay more into your school system to meet the MINIMUM requirements by law, you're doing something wrong.
This thread would be more educational if we could see statistics showing the standing Kansas has amongst other states in other areas such as quality of education, health care, unemployment, tourism and convention business, and other economic factors.
Same thing in Jersey. And Wisconsin. And I think Missouri is floating around the same horrendous idea as Kansas, so you can add them to the list in a year or two.

Their supreme court ordered them to spend more on their poor schools. They simply moved money around to bring all of their schools to the absolute minimum. Sooo...ask me in 20 years what that ends up looking like.
As for tourism.....its Kansas. No really. I don't think thats relevant....but hey maybe im wrong.

Tax collections are down 45% from a year ago.
And spending....despite promises of huge cuts...has remained flat or gone up from what I can see. Big cuts in the safety net....but some big spending for some of the political donors....

What this is, is spinning a situation in order to provide the view of it that agrees with your politics.
It's sorta like Obama trumpeting the jobs created under his administration without including the jobs lost, so that it gives a false picture.
First, the tax cuts haven't even been fully implemented yet much less had time to take full effect on the economy. It's like coming out of surgery and half an hour later announcing the operation was a failure because the patient is in pain. Meanwhile, not too long ago liberals were on this forum gleefully cheering on California's signs of economic recovery after five years of disaster in that state. So with a blue state they will slap each other on the back for a good economic sign after half a decade, but in a red state they are going to declare failure before the economic policy has even been implemented. It's pure bias.
Second, the budget in Kansas is actually higher this year than it was last year. Attempting to tie tax cuts to underfunded schools is misrepresentation. The tax cuts did not result in a lower budget. Again, misrepresentation and bias.
So essentially what greywar is going here is calling Brownback utterly pathetic for blaming Obama, while at the same time greywar is himself distorting the situation. But hey, hypocrisy from a liberal is nothing new.

Where the heartland of Kansas fails, there is no incentive for big manufacturing, or hi-tec to move there.
It is 95% farmland, with farmers not making a whole lot, for what they produce.
They have come up with a state income tax. It too fails the test.
My sister lives in Lincoln, KS. She is seriously thinking about leaving her husband and moving back here, because taxes kill her usable income.

Thats a rational argument, how long should we wait? 2 years? You do know the tax cuts were signed in to law in 2012 right?
Even better you even admit spending is up....
And let me be clear-The tax cuts didn't result in the school funding dropping, that was far FAR more intentional and direct. School funding was cut. Another common Republican goal-however it didn't have a matching attempt for charter schools from what I can see-which would at least make some sense even if I disagreed with it!

Not to mention the agricultural sector relies extremely heavily upon subsidies and would die without them.
