Rhode Island is pretty bad, probably since it's below Massachusetts and we all know what rolls down hill. The corruption in former Providence, RI Mayor Buddy Cianci's administrations was epic. Still he remains pretty much a folk hero in Rhode Island.
Oklahoma should be near the top of the list. Illinois and Michigan too.
California, Colorado, Oregon, Washington, etc are probably the least.
But California would be standing tall in a "Most Incompetent Legislature" poll and would give a run for the money if Governors were rated.
