Well, no. Bush's inarticulations are signs of his inability to be articulate. The fact that he sometimes has an aversion to the truth and evades questions are a whole other issue.
It's not Bush's "uh"s and "um"s that get me. It's not his ability to speak. It's his ability to say anything when he speaks. He slaughters the language. It's not just a matter of stutters and fits and starts.
