The date on the reg is 14 Jan 2005. Updated from 1997.

This regulation provides Army policy and guidance for establishing civilian inmate labor programs and civilian prison
camps on Army installations. Sources of civilian inmate labor are limited to on– and off–post Federal corrections
facilities, State and/or local corrections facilities operating from on–post prison camps pursuant to leases under Section
2667, Title 10, United States Code (10 USC 2667), and off–post State corrections facilities participating in the
demonstration project authorized under Section 1065, Public Law (PL) 103–337. Otherwise, State and/or local inmate
labor from off–post corrections facilities is currently excluded from this program.

I think it was, yes, I'm sure it was, GWBush.
So the order for this was immediately publicly revoked by The One on day 1 because it's so detestful. Oh no? I guess he was too busy working out the details for obligatory "volunteer" work, G.I.V.E.

No lectures on Bush. Never liked the guy, and I'm not a neo-con-munist like the Bush/Obama team are.

I think there are more important items on Obama's plate at this time.

Yeah, plans for a civilian detention center are relatively unimportant relative to finding new and creative ways to get cars and homes to those who can't afford them.

I also take it disposing of these unclassified docs is more difficult logistically than the sweeping executive order to shut down Gitmo. Or, maybe it's not as kewl for his moron GenY crowd who aren't aware of such plans but know of Gitmo?

Or was it a-ok when he reviewed and updated it?

Never supported GWB and disapproved of his policies concerning this.

Bush is not an antonym of Obama, more like a synonym.
