This is what I am wondering...and what makes an otherwise credible sounding story sound fishy to me.

These people weren't willing to blow themselves up. They kidnapped a child to do their dirty work. Perhaps the vest detonator hadn't been armed yet. There have been cases of vest going off too soon.

Another possibility is that they felt she was still too close to them and worried they may get hurt in the blast.

Possibly. Really sad story if true. Glad no one was seriously hurt.
