The military is trying to mount tiny cameras in insects which could then be directed to "fly and spy". If they do this how long will it be until the cops start using it? And then eventually private citizens start using it? What jilted boyfriend would not love to turn one of these loose in a gal's apartment?
The CIA developed spying dragon flies back in the 1960's. Perhaps today's micro/nano-technology will provide better cameras and listening capabilities, but as a matter of history, the government perfected the use of insect-like spying devices long ago.
Whew...it's a good thing the government is too broke to really get this off the ground!
