I don't see the Obama as The Joker. If he was a Batman villain, what would his name be? Maybe The Forger, forging and counterfeiting things like currency to birth certificates to all kinds of legal congressional documents. Or The Taxman, stealing money from the citizenry under the guise of redistribution of income. No wonder he'd target millionaire Bruce wayne.
