A cookie is almost essential for a lot of features on a website such as auto login. It can be used for tracking people but only the domain that set it can access it. There are other methods almost as effective to monitor people on the same domain. Matter of fact every action you perform can be and is logged in most cases on every site you visit. These log files are usually limited to few months/weeks but do exist.

Where the privacy issue arises with cookies is when you have multiple domains cooperating with a domain setting a cookie. For example if you visit example1.com and they allow cookiesite.com to set a cookie through their pages (google ads, embedded youtube video etc.) You can then visit example2.com who can also allow cookiesite.com to access the cookie. cookiesite.com now knows you visited both example1.com and example2.com.

So for the government (or anyone else) to track you with a cookies outside of their own domain they would need the cooperation of those other domains. Also note by changing the settings in your browser you can control what domains are allowed to set cookies on your machine or even turn them off if you want.

I did hear this morning that they are watching sites like this one..I think it was on Good Morning America on ABC...I can't find a link to it, maybe someone else can find a link..

I had three web sites and if anyone came on I could tell what part of the site you went to, your IP address, where you are and how long you were at my site.. How many different times you were there dates and times.. When you bought something I could go check when you were there looking at what items.....
