Of course it must go to a specific industry; most of it to foreign companies but in a way it's liberal progress. Baby steps. Today it's ok for the gov't to give us $4500 to buy cars; tomorrow perhaps we can just keep the $4500 to spend as a private individual sees fit. . . a guy can hope.
