I am considering running for public office but how do people do it and pay the bills? I think that I would have to stop working, but my bills won't stop. So, how do people deal with this reality.

Let's see, you have many options. All of them are comprised of STEALING, THEFT, EMBEZZLEMENT, and good old CORRUPTION. That's how. Otherwise you need to live within your means. Politicians make decent LEGAL salaries, so it is definitely possible.
