Weak case. Program to help students who are otherwise unemployed. Not a welfare queen situation. The question as to whether it is legal or not would depend on the rules of the welfare agency. If he is receiving a flat grant to provide housing he may well be within his rights to use the money for other stuff if he has his housing situation worked out.
May also be a violation but not the sort you get all worked up about.
Both the kid and Judge Judy don't know what they are talking about. The county may give money to help with expenses but they don't give money "for rent" and expect that you will earmark it "for rent". If a county helps specifically with rent it is through subsidized housing where they pay the landlord directly.
The left?? I see one guy in the video, and why are you watching Judge Judy for your clues to what would otherwise be a serious housing problem in America. Seeing one guy cheat the system and by extension castigating an entire group of people with contrary views to yours in inexcusable. Please understand the actions of ONE from the many.........

Do you really really want to go there? Seriously? I am willing to bet that 40-50% of the people on Welfare shouldn't be on welfare to begin with. They can work. Let's talk about 70K to put someone through school? Seriously? WTF I paid my way through college by working.. And while we are at it let's look at the real point she was trying to make. The attitude.. The me attitude. The attitude that he can do whatever he wants with the 400 per month.. WTF?

Not to excuse this guy's behavior - this guy is almost certainly a welfare king and once this gravy train comes to an end, he'll move on to the next and we'll be subsidizing his lifestyle for decades to come - but in all likelihood you did not pay your way through college unless you went to private school and paid the full tuition.
You got the actual cost subsidized by taxpayers. State governments have drastically cut back on higher education spending in an effort to balance their budgets, hence the outrageous tuition numbers you hear about today.
