The concept of an individual, or private mandate was initially a Republican idea here in the US. It was a Republican proposal for health care reform in the 1990's. 22 Republican senators wrote a bill (Health Equity and Access Reform Today Act of 1993) with the individual mandate as the centerpiece:
Robert Bennett (UT), Christopher Bond (MO), David Boren (OK), Hank Brown (CO), William Cohen (MO), John Chafee (RI), Bob Dole (KS), Pete Domenici (NM), Dave Durenberger (MN), Lauch Faircloth (NC), Gorton Slade (WA), Chuck Grassley (IA), Orrin Hatch (UT), Mark Hatfield (OR), Nancy Kassenbaum (KS), Robert Kerrey (NE), Richard Lugar (IN), Alan Simpson (WY), Arlen Specter (PA), Ted Stevens (AK), John Warner (VA)
4 or 5 of these men are still in the Senate. Why didn't they support their idea - the individual mandate - this time around? Why is it that:
1993 Republicans: Propose the individual mandate as law, hail it as a great idea
2010 Republicans: Individual mandate is unconstitutional and is socialism, will not only destroy healthcare, but our nation as a whole

They knew mandate issue is the one that can hit the nerve of the voting public, and have propagated it since the passage of the bill. And people like Hitler have practiced it: "All propaganda has to be popular and has to accommodate itself to the comprehension of the least intelligent of those whom it seeks to reach."
Anti-Mandate is populist, and more so as few understand it, its need. Its all about 2010, if not 2012. They are hoping lies and misinformation, and use of emotions over logic can lead them to winning elections.

Also: In Massachusetts, it was Mitt Romney's idea to have a penalty for not buying private health insurance. Democrats didn't want the penalty, but Romney insisted, and he got his way. He may rue the day he won that battle. It may make it impossible for him to become the Republican nominee for President in 2012.
