I've listened to that clip a couple of times. And Arlen Specter was the one who was out of line, not making much sense and being down right patronizing to Bachmann - pretty much telling her that he would decide when it was time for her to talk.
Bachmann and the host both sound a bit taken aback by Specter's words. I think she handled the whole incident pretty well.
