If you read the Times article they're quoting, the "self defense" reference is to non-nuclear attacks launched against the US, using conventional weapons to deter all threats but the threat of a nuclear attack.

It's deterrence policy and an attempt at the reduction of reliance on nukes as a central, one-size-fits-all deterrent.
