From other articles it appears that the term used is undergarments not underwear. They want employees dress more conservatively, show less skin below the neck and, if female, wear a bra.
It is really simple if a company is worried about if its employees smoke , wear underwear and everything else means they probably arent going to be around long. They should be more concerned about making some money to keep the company growing. Sounds like HR departments were looking for things to do.
Dont work at this CRAZY Place and get another job if you see the company is loosing its focus and trying to "better its employees" via nanny state ideas. Some jobs require you to wear a suit to work.. you accept the job that is the rule if you want to wear jeans all day get another job that lets you do that.
I wouldn't hire people who dressed like slobs. Clean and casual. Those are my rules. Not conservative. Just look like you took the time to attend to your hygiene. Pink mohawk ? fine..as long as it is clean. and no smoking. I like clean air. No smoke breaks. I will hire non smokers over a smoker any day. Smokers reek of cigarettes.
I do not smoke, but if I did and caught someone coming into my home to check up on me, he would be leaving in a bodybag as a criminal breaking into my home.
