I have this neighbor and she leaves the dog home alone for like 10 hours a day almost every day and I can hear is whining constantly in there..

Dog owners have no idea that their dogs are unhappy when they leave. There was a PBS documentary about this recently. They put hidden cameras and mics in the homes of dog owners, most of whom said their dogs were perfectly happy alone but allowed the film makers to film.

Almost without exception, the dogs cried, some all day long. Most owners were astonished when they saw this and some were so saddened that they took steps to change this - some took at-home jobs to be with their dogs, some gave their dogs away to places where they'd have company all day.

It is a problem no one realizes they have because they're not around to hear it.

Yes ! that is wayyy too long for a dog to be alone in the house. Very sad. People like that should not have animals.

While it’s heartbreaking, I’d bet the dog would prefer to stay with it’s current owner than be taken to a shelter. I’m guessing the owner is at work when the whining is going on.
Have you offered to help out?

no she knows it.. she told me once when I first moved into my place next door that her dog whines when she leaves and hopes it wont bother me..

I'm going to report her to the HOA if it keeps up.. then she'll probably wake up

My dog is not only my companion, he has a job. His job is to protect me and my oroperty when I am home and my property when I am not. In return he's well loved and cared for.
He does spend a good amount of time by himself, but he has his job and I have mine.
Sorry, but I don't feel the least bit guilty leaving him all by himself while I am away.

It doesn’t seem that the OP genuinely cares about the well being of the dog at all.
Nor does the OP have much of a life.

I agree Sydney. Our dog is in her kennel for 9 hrs a day while the kids are at school and we are working. Sorry- don't feel bad one bit. Our dog is cared for, but we have to live our life and it can't revolve around an animal.

When we had a business full-time the dogs stayed home alone all day. We had an Invisible Fence installed and my retired neighbor from across the street would let them out midday for about an hour. In the best of all worlds it would be nice for domestic animals to have their human home with them most of the time, but if leaving an animal home alone all day while one is at work is abusive, then most dog owners in city and suburbs are guilty of abuse.

That is not good for the dog; no matter how you rationalize it ! If your life doesn't have room for an animal, and that animal needs to be locked up because of it --sorry, but you should not have an animal.
