Getting back to the original topic, I think part of it too may be that forum threads are meant to stay on topic and conversation doesn't. We can only say so much about a specific topic before it becomes redundant or we simply run out of things to say about it.
There are like 4 or 5 related threads each with plenty of posts about that topic lol. That was a controversial move for them.

Anyway, I would like to see some more energy in the Portland forum too.

This is what eventually happens on a forum where discussion of other forums is forbidden and linking/picture rules are outmoded. People who want to discuss PDX are happily doing so in other places online, which of course I can't talk about or link to here. What remains are the user who were already here, and lots of random FAQ askers and lazy trolls. It's not terrible here or anything, not yet...but CD doesn't have much of a future.

I disagree. The Portland forum is kind of like the Trader Joe's in Beaverton. If you've shopped them all, you realize that its a beat behind in most things. Still, its not likely to close or anything because, by being part of the 'collective' it can have accesss to resources that can keep it afloat. There are a gazillion other sub-forums are are thriving on City-Data. Really trhiving. C-D as an entity is in no danger. The Portland sub-forum is likewise in little danger. It has to remain on the list because Portland, OR is still a part of the union. I have no need to link pictures or discuss other forums. Nor do most of us I suspect. That's not why the forum is moribund. And, no, I've been here for five years and I recognize only a few names from my earliest days here. Most users are newer.

Well I did some perusing of one of the many other Portland forums.
The more I redd into it, the more I realized that this forum really is pretty slow.
