Have you seen and heard about Portland's other kind of "cart?"

Everybody knows about Portland's privately owned food carts, but visitors to the city are completely naive about the real "cart" treats that are in store for them. And best of all, these type carts are completely sanctioned and protected by the city.

So while Portland's food carts are located in fixed locations, you can enjoy seeing these carts move on a daily basis. You never know where they will end up. It could in the Park Blocks, Pioneer square, the PSU Campus recreational areas, the sidewalk in front of an expensive apartment building, or even on the sidewalk in front of your hotel.

But be warned and don't get too close, because these cart owners tend to be seriously mentally-ill and left untreated in Portland.

While personal freedom reigns in downtown Portland, property owners and everyone else gets to suffer through this special treat from our Mayor and City Council.

I guess. I don't even have words for what I see in Portland on a daily basis. Men walking around wrapped in furniture moving blankets and spewing garbled profanity is even quite common.

It dawned on me today how hardened I've become in my year here. What you see in this picture has went from an "oh, my God horrifying experience" to becoming just an everyday part of my life in Portland.

Please believe me when I say that I am not trying to be snarky here, but - is the idea of homeless people really such a new one in Portland? So many people on this forum mention it as if it's a new species of animal that they have never seen in before. I have lived in quite a few cities and each one had a homeless population - I think this is just part of "everyday life" in America - not just Portland.

Portland has a lot of outdoor homeless. The homeless in other cities tend to spend more time in shelters.

There's one guy who has created a 'supercart' of two carts joined together, overflowing with junk. He used to push it around St Johns but I haven't seen it for a few months.

Portland has had a pretty severe homeless problem for a long time, and it's gotten even worse recently. It's especially bad downtown, but anywhere you go, you will see homeless camps. They are literally everywhere. People are not exaggerating this issue.

Portland not only has a large homeless population, they also seem to encourage it by making it acceptable. We have camps being set up in just about every open space and it is not uncommon to have to step over a passed out homeless junkie when downtown. This place is truly disgusting.
