I was always under the impression that penalties could not be reviewed in the NFL during a coaches challenge (and further if a penalty was determined to have occurred during review, that it would not be assessed).

In the last two seasons I have seen two instances where a penalty was assessed after the review. The first was an illegal touching penalty against the Panthers (in 2015) when a completion was challenged. The second was a 12 man on the field penalty against the Packers in last nights game when the spot of the ball was challenged.

Does anyone have a list of which penalties can be reviewed and which ones cannot?

I thought in the Packer game yesterday they were reviewing the first down ruling? It was my impression that the refs saw the 12 men on the field during the review and gave them the first down because of that. I didn't know they can't look at both? Hmm.

I think illegal touching is reviewable.

McCarthy was going to lose the challenge because Jordy had the 1st down but tried for more and was pushed down before the marker. However, when they reviewed it, the 12th Falcon was sauntering (more like strolling) off the field. The flag was for thinking Jordy had the first, not the 12th man. As far as reviewing 2 things, good question, I don't know.

I realize that the red flag was challenging the spot of the ball. What if the refs had seen a defensive hold in addition to the 12th man? Would they have been allowed to call offsetting penalties and replay the down? Additionally, there was no ruling either way in regards to Packers challenge (spot of the ball). How did they determine whether or not to charge a timeout?

Also, if penalties completely unrelated to the challenge can be assessed, why would coaches not challenge the spot of the ball anytime a 12th man (or any other call for that matter) is missed?
