I know a lady who went to UC Berkeley and studied linguistics. Though it seems kind of obvious, she told me two things:

1) the younger you are, the more your brain/mind/whatever is apt to pick up another language, and
2) if you grew up in a multilingual household, picking up other languages is especially easier.

Since I grew up speaking two languages, all of the other Romance languages have been extremely easy to learn.

I believe you can learn as fast as you set your mind to it. You have to be consistent. The minimum I'd say it takes is 3 years.
