I'm a vegan, and while I don't go specifically for low fat, I do avoid unhealthy and/or empty calories. I find something that suits my needs pretty much everywhere I go.

If you're looking for dishes that you can see the nutritional analysis on, here are a couple:

Noodles & Company - Japanese Pan Noodles
Pei Wei -Thai Dynamite with Vegetables and Tofu (even lower fat if stock-velveted)

In addition to all the places mentioned earlier there's also The Remedy Diner in downtown Raleigh which has an emphasis on satisfying both omnivore and people on vegetarian, vegan, and gluten-free diets.

Definitely try Irregardless Cafe in Raleigh. Their menu has many vegan options.

Ask places/chefs if they will 'water saute' instead of using oil, and some will accommodate this - I hear people asking it more and more trying to avoid GMO soybean oil used liberally in most restaurants.

Also ask that the plate is not 'finished' so they don't spritz it with added oil to give it a shine.

For the most part, many places offer a vegetable plate which is useful - Ruby Tuesdays is great for this - salad bar and veggie plate (choosing veggies carefully so they aren't shiny) and a skinny margarita and you are set!

Fiction kitchen, irregardless, remedy diner in raleigh are great, but they are heavy in the nuts and fats, so you also have to ask that they water saute, leave out the nuts, etc.

KoMo KoMo in Cary has a veggie rice bowl that seems to be pretty low fat; I have heard neo-asia will water saute if you ask but I haven't tried them.

Chipotle is an option if you do their rice bowl or salad although I recently noticed they do put a bit of soybean oil in their rice and saute the green peppers/onions...per their website nutritional info. and one of their beans is cooked with bacon - either black or pinto - I always have to check the board to see which one...

If you are eating at whole foods, look for their 'purple' labels on the salad bar - those indicate no fat was used or some such - anyway, those are in line with nutritarian eating (whole foods, no fat).

There is a nutritarian meet-up if you want to ping them for more ideas.

I have found that the more 'southern' a restaurant is the less is edible for someone trying to cut down added fat even the veggies -- cooked with bacon, cream, or some sort of fat. <sigh>

There are a good number of indian restaurants in the area that offer vegetarian options or are all vegetarian - and if you tell them no cream, they'll point you to the vegan recipes -- although they probably have been prepared on non-vegan surfaces/pots/pans if that matters to you.

There is also Earth Fare at Brier Creek which offers a buffet and a outdoor seating area.

I can understand being a vegan, but why low in fat? I don't think I could survive being a vegan and not eating avocado, nuts, olive/coconut oil. I can understand avoiding other oils like soybean, canola, etc..

Several doctors (specifically Perricone and Ornish) recommend a low-fat, vegan diet for those with heart issues or those with diabetes. Perhaps the OP is on such a prescribed plan? It is not impossible to follow a diet like that for overall health.

Some menu options:
black bean burritos/tacos-make sure you use a whole wheat tortilla!
Minestrone soup, brimming with veggies and beans-hold the oil.
Fruit salad with maple syrup-vanilla glaze
