We are having a discussion about whether the City of Raleigh requires a permit for installing either of the following types of drains at an existing condominium building:
(1) an exterior foundation drain
(2) a French drain directly against the exterior wall.
Anyone know?
If such a permit is required, or an exception can be made, can anyone provide specific references to a document that states this?
We plan to call the City of Raleigh Construction Inspection Department on Monday, but it would be great if we had some information today.
EDIT: And I suspect we also can use information that's added after today.

As long as it costs less than $5k and does not involve disturbing any building systems (structural, electrical, HVAC, Plumbing), and uses materials approved by building code... No.
