If you work more than 3-5 years in IT/Software Engineering you are missing out on a lot of salary growth.

By the time you interview, get an offer, play the offer game, wait who knows how long for the raise to get approved, it's just easier to leave. You'd have to REALLY like a company to want to go through that process just to get a decent raise.

Yeah sorry meant to say more than 3-5 years at one company. As a manager I may be willing to match an offer once but definitely not a second time. And when I do I expect a much higher quality of work (i.e., Im more likely to pay attention to the employee's work habits and production).
As one data point, I've increased my compensation out of college by a factor of 5 in 9 years simply by moving around (every 2-3 years in my case).

This is really a bad idea in IT. There is a reason you were looking for another job. Management may make a counter but usually there will be resentment down the road. It’s best to leave .
But Raleigh did, Charlotte didn't, and we're not hearing the end of it. This whole Raleigh versus Charlotte thing SO dumb. And thats a fact.
It is absolutely ridiculous.

Live wherever you want to live and get on with it. If you're that satisfied with your choice, why are you debating it?
