Worth keeping in mind that these NC toll roads aren't 100% funded from tolls. The General Assembly will spend $100 million a year for several decades to pay the "gap" between toll revenues and the cost of the bonds to build the roads.

Normally NC saves cash from tax revenue till it has the money to build the roads, then builds them. But that means roads lag growth by years and years.

This way, NC borrows to build the roads _now_, when we need them, and pays back over time. The tolls pay the interest cost plus some, basically.

Without the tolls, the roads wouldn't get built until we (a) raised taxes, (b) saved for 20-30 years, or (c) passed a massive state roads bond.

I read the article but I'm still not clear where they would add the tolls. Could anyone clarify? I understand what it's for, just don't know where they'll be.

Take a look at the map on page 14 of this document:

The toll booths are marked with black rectangles. I see 4 major toll booths (the kind that stretch over the entire road) and 3 exit/entrance ramp toll booths along the 18 mile length from NC 54 down to the NC 55 bypass in Holly Springs.

It's my understanding that they will be closing the Davis Drive exit on NC 540 (a.k.a. Western Wake Freeway) and that will become the ramps for the 2nd toll road (Triangle Expressway, a.k.a. "TriEx") which goes north into Durham. That road is also shown on this map.

This is actually a very interesting document if you take the time to browse through it. Other noteworthy pages are 118 and 119. They show the recommended toll at each tollbooth from 2011 through 2035 (yes. . . . .for all you naive people who think that the tolls will end when they pay off the road. . . .think again!). The initial tolls run from 25 cents at exit ramps up to 75 cents at the major toll booths.

I scanned the article; so I might have missed this insight. But, was it ever decided how the toll was going to be collected. It was my understanding if an easy pass wasn't used the bill would be sent to the address of the registered license place. There was some concern about actually being able to collect on the billings.

The Washington Monument stopped collecting tolls only when the cost of collecting them exceeded the amount collected.

Just for clarification, These roads are tolls in Richmond now, but parts of I-95 (I believe it was) in Richmond were tolled for years, but they aren't any longer. I remember driving through with the tolls, and noticing later when they took the booths away (they were gone before I moved there in 1999)

The tolls were gone by '92, seven years before I got my first license. I remember my dad talking about the tolls there... he actually thought they were still in place as recent as six years ago. Of course, he doesn't commute to Richmond anymore, so...
