I'd say you can push arrival til 3:50-55 most times. I would pay attention to which track is out though.
I was at mills park last year and now we are at Salem but it seems that when Track 1 and 4 are out the carpool line goes much faster than say if Track 2 & 3 are out (less kids).
I am in a similar situation, and it took me quite a few weeks to figure out the latest time to leave work. As someone already mentioned it is highly dependent on what percentage of the student population goes by Carpool vs Bus. My kids previous school had the carpool lane until 4.10 with a 3.45 bell, but the current school apparently lets off the carpool students 10 min earlier than the school bell. I got a call from the school at 4pm once much to my kids embarassment.
My son goes to Mills Park but we rarely use the carpool line. The school announced after the first few weeks that the car pool line was taking about 15-16 minutes to dissipate. You could always call the school office to see if that's still the average wait time for those at the end of the line.
You might have this worked out already based on looking at dates above for postings, but if not, I'm throwing in my two cents. My son is at Mills Park Elem. I arrive at ~3:45pm to pick him up as have a younger one at home napping in the afternoon (and better NOT to wake him!). Even arriving a couple of times at ~3:50pm, there were still cars behind me. Either way, arriving 3:45pm or later, you typically won't get up to the carpool loading spots until ~3:55pm or slightly later.
