I raised 2 sons and my home was mecca. I preferred it that way as I always knew where my kids were and what their friends were like. We never had a problem and the only time the police were called is when the one neighbor reported a "black kid" hanging out. It was a dear friend of my sons, a boy I had virtually adopted as he was such a wonderful boy whose stepfather didn't like him. BTW, the boy was Italian!! But my kids had friends of all races.
There were cars parked at my house all the time, often overnight on weekends. But the neighbors behind us and next to us on both sides loved us and my kids. I am still in touch with 2 of those neighbors even though it's been well over 20 years. The other neighbors have passed away.
Don't necessarily judge the neighborhood by the number of cars or teens. On the otherhand, we have the neighbors from hell next door to us now. There are 4 of them. They seldom have company - they don't need it. They occupy the street with their 4 cars, parking them in the middle making it impossible for me to get passed them or they park in such a way as to take up room for 7 cars instead of their 4. They are loud and obnoxious always. We call them The Clampets but I would love to have the Clampets for neighbors instead.
I just googled the address of the house that I suspected to be rental and quickly found out that they have 3 bedroom apts for rent with one bath for 1350. Pets are alowed .lol.
does not sound like a very refined place... I mean 3 beds and only one bath thing ))). I actually do not mind pets nearby. I would MUCH MORE prefer pets then some teens playing with a ball.
We can always ring the doorbell and explain that we are considering purchasing a house in the neighborhood and could they kindly share their thoughts on what the neighborhood is like. It is likely it would come out if they are renters, or that there would be an opportunity to pose the question directly.
This brief conversation with a few neighbors may be a good idea even if there is no concern that the properties may be rentals. Buying a house is a major investment and sizing up neighbors is not irrelevant. Am I the only one who does this?

Nah. We talk to neighbors whenever we see them outside. Never thought of ringing their doorbells, though.
I think if OP is so utterly concerned with a teenager playing ball on the paved area, then this is not the house or neighborhood for him. In fact, probably only a place in the country will do.
