Homeowners Association Neglecting Residents (documents, condo, building, check)

A couple weeks ago, around 3am on a Friday, I was asleep when a strange sound woke me up. I followed the sound and realized it was coming from outside of my condo, which is on the 12th floor.
I opened the door and there was some guy hunched over, leaning against my door. I freaked out! He looked up at me with a weird dazed look in his eyes, didn't say a word, then hunched back down. He didn't look like some homeless bum, but more like a drugged out mental patient. I'm a grown adult, but I was still scared for my life.
I shut the door and called 911, but by the time they came, he was gone.
The next day, I gave the HOA board of directors a detailed account of what happened, but they pretty much just brushed me off and never did anything about it.
No investigation. No followup. Nothing.
My question is -- is there some way I can report them for ignoring these types of matters? I live in a typically safe, upscale part of the city, but we don't have a doorman, so it seems as if they should take the safety of the residents even more seriously.
I'm sorry. I don't see what you expect the HOA to do. The only I could possibly see is they could send a email to residents detailing what happened and reminding people not to buzz anyone in that they do not know (assuming you have locked doors and a buzzer).
In fact, I really don't see any reason why you personally couldn't put up a little flyer saying what happened and suggesting "we all remember not to buzz in anyone we don't know". Just make sure it's respectful and not accusatory.
The HOA is not the police nor required to "police" your building. They are responsible for maintenance, so if they guy possibly got in because the doors weren't locking properly, you could take that up with them.

I can only echo what everyone else has added. Hindsight being 20/20, you could have taken a photo of this person so at least it is on record what actually happened. Police need something to work with or their mindset is you are wasting their time. Maybe you need some type of surveillance camera outside of your door to monitor in the future.

To think that the HOA can do "more" than the police is unrealistic.

It's possible he lives down the hall from you or is a guest of another resident. If this is the case a doorman or lock would do nothing. Besides freaking you out, I see no crime.
My one Son manages a 21 story luxury condo and no non resident gets by the security guard at the front desk. In addition, the people coming in need an electronic key to even get to the lobby area. I have gone to visit him and I first have to get through the guard at the driveway entrance gate and then the one at the front desk.
How is yours setup ? What do residents have to do to enter ?
