Just wondering if that might be a cheaper route than buying a house there...

There is very little vacant land in Santa Monica. Many places with older structures on them are already essentially being sold for lot value, or close to it, and that value is high. In 90405, it seems to be anywhere from around $135 to 190 per sqf of lot size, depending on total lot size and location. The house is then demolished and replaced with a new structure or stripped back to the framing and then rebuilt (think it's easier for permitting). You will still have to pay $800,000 and up for that type of property, and then you have to pay for the design, permitting process and construction. Unfortunately you are also competing with developers/flippers at that price point, as well as everyone else trying to find a reasonable way to get in to Santa Monica.

You might have better luck looking in the Palms area. If you or your partner work in Santa Monica, you could then look to get your kids into SMMUSD through an interdistrict transfer. Quite a few of the schools are full at certain grade levels, but a number do accept transfer students. If you choose the right spot, it's a reasonably quick commute up Centinela or Walgrove in the morning.

As someone who was born in Santa Monica decades ago and has personally seen how it has changed since, my initial reaction is to say probably not.
