This is specifically referencing dating, but could also be personality similarities or differences between different regions of the country or even different cities. I will say that around here it seems that people in general are less willing to meet new people, although they are very friendly to people they know (essentially insular). That results in cold approaches being less effective in this part of the Midwest, anyway. I haven't done a lot of them, but when I have, girls were either quiet (which was probably them being politely not interested) or had awkward expressions, which indicated either that the interaction was creepy or they were not interested. Funny thing is people in Wisconsin consider themselves among the most extroverted in the country, yet that apparently doesn't apply as much to meeting new people without a prior connection (when I meet friends of friends for instance they are much more friendly).
I have found city people to be friendly, rural people to be crazy, and suburban people to be friendly and crazy.
