Men could ask women to step up in those areas but women would just call you pathetic or less of a man for suggesting it. So if it's that hard to get a single date and it shouldn't be forget about it because it's not you but them.

Was hoping to see a particular girl there but she didn't show up. Ended up drunk-texting her like an idiot. I don't even want to look at the conversation in my phone.

When applying game theory to dating I conclude one thing, being aggressive is a dominate strategy. In other words, no matter what your options and her responses could be, being aggressive will give you the best results of all the combos. Try for more girls and broaden your standards - it's a huge open market.

But you couldn't perform sexually, correct? At that point you should have sought help for your problem or accepted that she would need to meet someone else. You weren't in a committed relationship, and I suspect that lack of sex is a dealbreaker for most healthy young women.
For her part, she should have explicitly broken up with you first.
But its not reality making it a mans role initiate, its women who don't want to change. The only thing I have heard from women on why they don't approach is because other men will. Im happy to have no feeling for women because of this.
I guess it's just easier for some men to opt out and have no contact with women completely. I don't blame these men. Dating and approaching women can be frustrating when you get nowhere.
