Number of past sexual partners is relative (at least it should be for non hypocrits) to the number you have had. If you have had 20 then you should be ok with him/her having 20.

I have only had sex with one woman in my life. I would not date a woman who has had sex with over 20 men. You asked, I answered.
For me yes it is an issue. I am a very monogamous guy with high standards, I don't date just anyone. I also only date one woman at a time and of course only have relationships with one at a time. I don't do casual relationships, only committed ones. Because of this I've had sex with just two women in my lifetime.

Like me.... I cannot do many at the same time. I don't know why, but some people I know one date to day, and 4th date with another guy tomorrow....and spending week end with another one,
If, at now age 60, I was in the market probably not since my target group would likely be in that age bracket.
Now, 40 years ago at 20 and considering the times and my youth, probably. But maybe not. I was never that curious about the pasts of those women I dated.

It shouldnt matter at all. It can matter if you live in a small secluded community of gossip-mongers - but even then, you can simply move to the next town or another state even.

I definitely want someone who has a higher number than myself!
