I used to have an office in "the baddest part of town". A "no tell motel" was next to our parking lot. Occasionally, I'd walk down the street to take a customer of ours to lunch, and we'd walk to the diner. This was the red light dist. so to speak, so we'd occasionally pass them and get an offer. No biggie. We just ignore them and walk on or say no thanks. I can't believe people make such a big deal out of nothing, like they've never been offered sex, free or otherwise.
A funny story about one of my coworkers that met a coin operated model at the bar in our convention hotel. He told her that she'd turn him down because she wouldn't do it the way he liked it. So she asked what way that he "liked it". His answer? FREE. She got up and left.
Often , and I don't mind. I like to have a chat with them (sometimes more, but not often, and in this case I'm the one who does the approaching). I find most of them are authentic people, ans some of them have a surprisingly sound judgment on life.
Just wondering. What do you usually say to them? How does it go?
P.S. Is it like in the movies, when you reject them they'd swear and insult the crap out of you?

Also, I'm not sure what your interpretation of "street" prostitute is, but if you live in Las Vegas...they're EVERYWHERE in the casinos.
To address your questions...it's just a "no thanks, I'm not interested". Very rarely I've seen them get upset, and even then, it's only if you're rude about your decline.
Several times in Atlantic city. I turned em down, cuz they could possibly be carrying std's.
