Move mountains? Grandiose gestures aren't necessary, and certainly not welcomed by all. Even as an idiom it's a bit too intense. Why does a mountain need to be moved, unless someone is too damn lazy to climb it or go around it?

I agree with this. If he does like you but can't or won't approach, there is a reason for that. He may be shy. He may be taken. He may think you're taken. He may be a player, trying to get you to take the bait. He may be emotionally unavailable. You just don't know.
If the chemistry is strong enough and it is a true fit, he will do something. In the meantime, don't push it. Just get on with your life and don't pay too much mind to this. No use in getting caught up in "what if's".

If some one is so insecure that they choose no to communicate after being approached ,let it go.
People that don't know them self , don't make good conversationalists /communicators. so getting to their true feelings, might be a real challange.
