that depends on how you make the comment. i you say something like "dang girl you got some fine legs" chances are you will be thought of as creepy. but if you say something like, "if i told you you have great legs, would you hold it against me?". chances are you will be thought of as amusing and harmless.
but it also depends on the mood of the person you approach. if she is having a bad day, one of those where just about everything as gone wrong and she is in a lousy mood, then she might still take a compliment the wrong way, regardless of how its posed. but its even possible to turn that around with a sincere apology, and walking away, she may feel bad enough that she will stop you and apologize to you and explain what her day has been like. then you can help turn her day around.
