Whats a drought have to do with it. Its costing someone a small fortune . How dirty does she get daily anyway. Sounds like a phobia.

Recognize that she is definitely not into frugal living or resource conservation. At 40+, chances are she will not change. In 27 or less years you will be able to retire. Are you willing to live with someone who is unwilling to compromise or think of their carbon footprints? It's your decision but it's thoughtless people like this who got us into ecology problems in the first place.

They rent so i am thinking they live in an apartment. All the places I rented had non stop hot water. Most from a different kind of system than the regular water heaters most of us are familiar with. At the hospital and some of our medical office buildings it is the same way.

The two apartment complexes i lived at had a Raypac unit that would heat water all day long.

Then again one place we paid for water, but not to heat it and the other place water was included.

Forgoing a single hamburger patty will save enough water for many such showers. While it is great that residential folk are conserving water in all aspects...realize that most residential use(50%) is lawns alone and that this is a small amount of the total water use in CA...the majority going to agriculture....producing meat is particularly water intensive

I should note I am not a vegan by any means

This is what I'm thinking. I shave in the shower and I am a total shower hog and I'm still outta there in 20 minutes, tops. Plus, the way she responded was really crappy.
