They just want to hear anything that boosts their ego. Whether or not they are interested in the guy, they still want to hear how great he thinks they are.

What makes you think that there is a "boilerplate" response to this question? I've heard many different reasons why a man likes/loves me. The only appropriate response is sincerity.
For what it's worth, if she's asking you this question it means you haven't voiced to her what you like about her. It's completely normal for people to want to hear they're liked/loved, and elaborating on that with specifics about what you like about her shows you've been paying attention, are thinking about her, and are sincere. Women should voice these types of things to men, too, when they care about them.
Women usually want to know if an attractive guy likes them. Other than that, it's creepy.
