My friends (girls) are asking if the city data forum has any idea about being banned from the dating site okcupid?

What makes you think that means blocked? Websites sometimes have issues that require the webmaster to take the site offline to fix it. Or upgrade. Or whatever. I think your friend is paranoid.
I get that message from time to time. I am most certainly not blocked; I logged in this morning.
They recently changed some aspects of the site so they may have been "down" more than usual working out those bugs. I know there was a day last week the site was down for several hours.

Recreating accounts
After 3rd account was made it was deleted
1st account deleted don't know why
same for 2nd
and 3rd.
We made a test account and try to find the usernames and there was nothing there.

But I think the IP they have was banned.
Okcupid has terrible customer service.
It should be an automatic ban if you have a filled up inbox, but you don't reply to anyone.
