NYC vs Chicago, which city would be better for a guy like me in regards to dating?

Not that far fetched. Now I am assuming when you say "blonde", you mean the stereotypical hot blonde type whether it is the barbie or the party girl (call em "Trixies" in the midwest), not just any blonde.

From my experience, and that's as a white guy, "blonde" women tend to be a lot more status conscious than other kinds of white women out there. There is a reason you are more likely to see a good looking brunette or beautiful redhead going for an Asian or brown man as opposed to a beautiful "blonde", even noticed this when I was living in the northeast.

Blondes tend to go after guys seen as high value in a given area and race definitely plays into that. In my time in the northeast, being Indian was considered low value and a hit to the status of a woman dating one, hence your stereotypical blonde in Hoboken ran for the hills the second some Indian man approached her whether he was fresh off the boat or white washed like Kal Penn.

I just notice that a lot of ethnic guys like Arabs, Hispanics, Indians, and to a much lesser extent Asian guys tend to love blondes and I just said it's not gonna happen in the northeast.

Definitely NYC especially areas of Queens with large pockets of South Asians. By far the best looking South Asian women I ever met were all from either Queens or North Jersey in terms of the US (Toronto/UK/Australian indian women are a totally different ball game).
