The latter type also tend to get boob jobs from total lack of confidence, self worth, and they tend to follow what everyone else thinks is cool to "fit in".

Yeh, I work in Marketing and I've had tons of women working with me and for me. And I've had many try and get their way with their cleavage, but I'm having none of that. I hate being harsh to people, but at times I had to rip them to shreds Gordon Ramsey style, and tell them a few home truths. Some even turned up to work from then on with a full neck shirts.
Cleavage used correctly is a womans way to get better service and go to the head of the line pass.
Ever been to a busy club on Saturday night? A lady with ample exposed cleavage can always get her drinks served faster from the barkeep and many times they are supplied free of charge from us guys.
Do they? Like one time, I remember going to pay my rent, and I had to fill something out and I had to put my name down. Well, the girl at the desk insisted that she do it, and well she was obviously wearing something revealing and bent down to write the info down, I couldn't help to not look.
If I could turn red, I would've been redder than the kool aid man.
