Yeah it is the international sign of the wild mating redneck . Usually accompanied by crushed cans of natural light, and ripped off pieces of flannel, left to attract mates.
And no, not to my knowledge is it important. Though some satanist likely would make that assumption in their beliefs. Satan sometimes is portrayed as part goat.

But could it mean anything if someone has nailed them all throughout his property?
Ask the owner.
Unless you're trespassing, which could explain why he's nailed goat skulls everywhere. Freaking out the trespassers is a great way to keep people off your property.

Unfortunately, he is not "approachable". I suspect he's only done it to try to intimidate folks, but I was curious if anyone knows if there is any real significance to these objects to those practicing other kinds of religion

Not that I know of, LM. Cow/goat/deer skulls used as decoration or folk art are common where I live. I see them every single day and have never given them a second thought.
City folk pay big bucks to buy one as a souvenir. They're sold on the roadsides. Now the thought of someone freaking out over seeing a display of goat skulls is going to make me smile. ("We saw Satan worshipers! And they were all wearing cowboy hats!") I don't get the charm of heaving a dead cow skull hanging over your front gate but..... They have to be cured. Maybe he's doing that. Maybe he just likes how they look.
