Yes society is so much more peaceful when an atheist ruler takes over. Examples from history:
Mao Ze-Dong (China, 1958-61 and 1966-69, Tibet 1949-50) 49-78,000,00 people murdered
Jozef Stalin (USSR 1932-39 only) 15,000,000 people murdered
Pol Pot (Cambodia, 1975-79) 1,700,000 people murdered
Kim II Sung (North Korea 1948-94) 1.6 million people murdered
Tito (Yugoslavia 1945-1987) 570,000 people murdered
Suharto (Communists 1967-66) 500,000 people murdered
Ante Pavelic (Croatia 1941-45) 359,000 people murdered
Ho Chi Min (Vietnam 1953-56) 200,000 people murdered
Vladimir Ilich Lenin (USSR, 1917-20) 30,000 people murdered
Adolf Hitler (Germany 1939-1945) 12,000,000 people murdered
Suharto was muslim. So was Sukarno - Malaysian war and anti -communism.
Hitler was a Biblegod believer - even regarded himself as a Christian (though he despised the churches for their "Weakness").
As to the rest, they weren't "Real" atheists .
And Ho Chi Minh? What a sauce! An American blaming him for Vietnam? What's the rationale? I've heard most of them. "If he hadn't been there we would not have had to invade and kill his people and burn his country until most of the people ceased to support us - even at home."

Hitler was Catholic, BTW, and entered in a Concord with the Vatican back in 1933.
Suharto was a Sunni Muslim. Not an atheist. And not a Communist at all.
Ante Pavelic was Catholic.
Tito was actually quite liberal; in fact, I was able to visit Yugoslavia twice in the late 60's early 70's, and met many Yugoslavians who traveled in Europe. He did not commit any genocide, although he certainly could be repressive in other ways towards opponents earlier on.
But we do have better education and still the human population overwhelmingly believes in a god/creator/religion.
The apparent contradiction here is the result of different roles for intellect and belief. Many atheists rely heavily on intellect and left brain processing of reality logically with science peppered by only minor distractions and dalliances in the arts or abstractions like philosophy. Of course, there are exceptions. Many theists rely heavily on beliefs and right brain processing of reality by partitioning their experiencing and understanding of reality intuitively treating their theism experientially and emotionally irrespective of any intellectual understanding of reality they might have. Of course, there are exceptions. I consider the incidence of belief due to a heavy reliance on intuition and experience. I see that as some evidence we are guided by God, but we differ enormously in our susceptibility to God's influence as reflected in our weighting and preferences for intuition versus intellect. The more balanced the weighting, the more likely to be believers or agnostics.
