Easy starting place:

Do they have another apartment, the same or better, in the same area that they could rent to one of you instead, perhaps at a discounted rate for the inconvenience?

How can I sue them in small claims court? What is a typical procedure?

Google "your state small claims court" and you'll find a guide

They don't owe you squat. They made a mistake, you didn't suffer any monetary loss.

I thought the OP said she gave them a deposit? She should get that returned to her at the very least.

I agree she should get the deposit back. I was talking about whatever lawsuit she is trying to cook up.

They made a promise and didn't deliver. She has signed paperwork, she gave them a deposit, she fulfilled her part, they did not. She is entitled to an apartment. If they made a mistake, they should pay for it. Who is to say the other person gets the apartment and she just gets her deposit back? Why?

Yes, moving on is a very important step after being slightly inconvenienced.

What are her losses? Nobody has said she shouldn't get her deposit back. Who is to say she should get it and not the other person, who signed the lease first.

You didn't suffer pain, you lost an aprtment you thought you had. If that is emotionally painful for you, I suggest professional help.
