While it may not be technically illegal, that still doesn't mean it's a good idea.
What if another resident wants to do their laundry, and is delayed, because of your friend's laundry? What if your friend washes something that causes problems with the washer or dryer? What if the landlord finds out, and is unhappy about having to pay for electricity and water for a non-resident?
I don't see anything wrong with one of your guests doing a load of laundry, while they are visiting you - if it's a one time occurrence. But if your friend wants to come over regularly, and do all their laundry at your place? That could ruin your relationship with your neighbors and possibly your landlord. Is it really worth it?
Common areas, including washers, driers, swimming pools, rec rooms are intended only for use by the tenants and their occasional guests. In most places anyone who does not fit that description is a trespasser, and any tenant encouraging them to do this are probably in violation of their lease and could find themselves evicted.

I can't imagine why anyone would even think this was ok..I mean we're allowed to have guests use our pool and gym, but one of us has to be there and I'd never let anyone, other than overnight visiting guests, use the complex laundry room. Thankfully, every unit here has full size hook ups and I don't have to use a common laundry area.
Had this problem once at a small 6 unit property where the owner provided a washer and dryer at no charge in the basement...
A family was inviting everyone over to wash and it got out of hand.
The decision was to provide notice that new coin-op machines were going in and as soon as they did... the non-residents disappeared.
