Why don't you just move and stop hijacking every thread (even your own) with this endless saga. You asked about mail delivery and your question has been answered. Period.
I shouldn't have to bear cost and inconvenience because of the drunk's actions. Unless I can deduct the costs from the rent I pay him. If I had the money, I'd move. He knows d**n well I have no money to move after he gets my rent money.
Get a PO box. Whenever I am renting anywhere, I do this. It costs a whole dollar per week.
Exactly. I've changed physical addresses many times over the past 30 years where I live and have kept the same USPS mailbox all those years. I currently pay around $80/year. You can even set it up online:
He doesnt want you to solve his very easy problem. He wants to be able to declare how life is so unfair.
Money is a very scarce resource for me. I shouldn't have to spend money to deal with a problem caused by an active drunk, especially when I am paying him up the wazoo for normal living services including mail. Plus there is a time issue, since I don't have a car, each round trip will take at least a half hour and probably an hour, and cannot be done (PO is locked) at more convenient times of day. If I move, that trip could get considerably more time consuming.

When enough voters come to that opinion, watch your wallet.
