Yes. MD has a granting program called a Bond Bill. Your local legislator (Delegate or Senator, preferably both) put it into the Bond Bill appropriation for the year.
You then go before the Board of Public Works (consists of the Governor, Comptroller and Treasurer) where you put on a dog and pony show with your plans, your justifications and projected economic impact if it's a tourism related project.
The BPW approves it completely, approves a lower amount or disapproves it.

The total amount from each resident of the State to the $400K was just under 7 cents (6.666 cents to be exact). That does not entitle them to use the beach for free.
Use of the boardwalk (walking, etc.) is not charged although people can rent the main pier or one of the 4 smaller finger piers for an event.
It seems, based on this and other posts earlier, that this condo is actually in NY, not NJ.
This whole time SandyJet, between here and your posts on the NJ forum, I thought your condo was in NJ. Odd.
NY as I did not want a place in NJ as no winter rental business. My town small bungalows and condos get 2k a month off peak. Larger houses 3k a month off peak. NJ they sit empty a lot in winter.
I also considered throwing in a beach club membership to one of the two beach clubs by condo. Super nice clubs, you get a cabana, waiter/waitress service, own shower etc. Like Flamingo Kid.
But the best deal I could get was $600 a week for a family and I considered raising price $600 a week (no mark up) for folks who need beach access and throwing this in. It would be a real vacation then, getting drinks and food served to you and kid activities, private pool, dinner at beach at night, live music but I though that would confuse folks even more.
To me I would think that was a good deal. Only $600 extra. The club up block charges $12,000 a summer so he actually gave me a discount as I was going to give him cash off the books and it would help promote his club to possible new members. And it was based on availability
But with food and drink family could spend an extra $100 a day at beach club so it starts to add up.
The beaches in Ocean City, MD are "free" also. Except, if you're not staying there almost all (95%) of the parking is paid public lots (if you know where to look you can find a free (truly free) space if you get there early enough).
Last July 4th all day parking at the public lots was $150 for the day.

So you don't want us to use the beaches you pay for upkeep, but you want 33% of the money to fix and upkeep to come from public money and that is not hypocritical how?

Here's the bottom line (and I think Sandy Jet's town is missing the boat a bit):
maintaining a beach (forget boardwalk) is expensive. To have the homeowners of a small town shoulder the entire cost of that so non-residents can have a free beach is unreasonable.
So the options are limited:
take the beach private for residents only, which is hard if there's State or Federal money involved, charge for using the beach, charge for parking.
What many people don't realize is that, unless there's a dedicated sales tax, many resort areas get very little money from state sales taxes on meals. Our three restaurants here could sell $1 in meals or $1M in meals and the Town receives the same form the sales tax-zero.
But the Town has to provide police services, parking, etc. That's all paid for by the property owners.
There may be pay beaches in Florida, I've never seen one. I know south beach in Miami is free and all the way up to Fort Lauderdale and a bit north.
Well you still have to pay for parking unless you bus in. unless it's changed since I lived in Miami Beach. And of course there's private beaches on the islands and causeways there unless they turned public which I highly doubt.
And I also lived in and near Central Florida beaches on both sides and there is where you find many private beaches or pay beaches. In fact, it's quite a bit too. Especially on the Gulf side.
The OP herself said there is a free beach. It's truly nothing to get upset over that there are private beaches or pay beaches for those that are willing to pay for it. Myself I am not and will go to a free beach.
AC and Wildwood are free. Parking is about $20 a day. You can park in the casinos with a players card for $10 or $5 depending on the casino or there is 2 hour street parking just south of AC before Ventnor you just have to move your car every 2 hours to avoid being towed.
Wildwood is free but parking is $20-$40. We do tags in Ocean City. 2 tags for $40 for the year. There is free street parking if you are able to walk several blocks away. In Ocean City, after labor day and the main season ends the municipal parking lots are free. Its the best time for us to go because are kids are not in school yet.
For the OP. Maybe it would just be easier to advertize at the private beach clubs only. Who wants to vacation at a beach house with no beach?
If you only rent out 1-2 weeks a year is it even worth the trouble?
Also, NJ has a Long Beach as well.
