My question is when is the landlord responsible for keeping a property with heat? Does it go according to the time of year. I live in Philadelphia and the temperature has dropped to the lowest at night around 38 degrees. So because we are about to start the month of April is the landlord responsible for heat at this time?

capable of maintaining a room temperature
of 68 degrees F in all habitable rooms and bath
rooms – and, generally, that heat be supplied
continuously from October 1 to April 30."
