How many times do you have to complain about someone before an apt will kick them out OR BETTER yet - terminate my lease w/o any penalties since my rights as a tenant have been "violated" and nothing has been done to correct the situation?

make sure your complaint is in writing and send it certified return receipt. You need proof that you have complained and no action is being taken to corect the problem. Send it daily if you must. Then you can complain that the lease is violated. Also have the police check the noise level, call them and complain. then you will also have proof of the violation.
Read the lease and make sure to quote the paragraphs you are referring to in your complaint.
Do it right and it will be easier for you.
Is it after hours or during the day? If it's at night, you have a valid complaint. Are you calling the police each time? A third party needs to witness the noise to avoid a he said/she said situation. Typically, a community will evict after 3 valid police reports. Highly unlikely you can get out of your lease in a situation like this.
I have not called the police yet - I have had the leasing agent in my apt to hear it and she agreed that it was way too loud. Next time it's after 10 pm - they will be called; that's when the noise ordinance begins 10 pm - 7 am. I just haven't called in fear of having my cars keyed. He's a real something that I cannot post here. I will type the letter tonight. Thanks for that tid bit - haven't thought of that one yet.

I know it isn't the most appealing thing to call the police, but in a situation like this, it's necessary. You can do it anonymously, all that matters is that the police come, hear it outside and see it's too loud and write a report. When the manager takes the resident to court to evict them, the judge is going to want solid proof that there is good reason and a history of non-compliance. The easiest way to proove it is through the reports. Hopefully, after the first time the police show up at their door, they'll take the hint!
I would just call the cops anonymously if I were you then. If it is as bad as you say it is chances are alot of people are upset not just you. If he is unreasonable there is no need to spark a confrontation - let the experts handle it.

Don't contact your neighbor directly. DO contact the landlord, in writing, as stated. Verbal contact is hard to prove in court unless it's recorded or unless both agree, and if you're trying to get out of a lease, the landlord may simply deny it. And if you're worried about your car getting keyed, ask for permission to set up a surveillance camera so you can get him charged with vandalism. They're not that expensive nowadays.
