I am contemplating renting in a luxury appt building in NY. It has washer and dryer and a gym, plus dry cleaning in the building. They are asking $1967/month. However, if I rent a house it will cost me $1750 approx. Honestly I prefer the luxury appartment. I can afford both rentals. However, I want to negociate the rent...is $1750 too low? If so, what is a reasonable negociation price. (I have perfect credit, and great rental history).

If the apartment has been vacant more than a month and there are no potential tenants showing interest, then the ball is in your court.

Go for it. The worse thing that the LL or agent can say is NO. If it's a slow rental market and your record is good, the LL just may consider it, or counter with something else.
