How was this tinally resolved

Son rents in DFW TX
His 2bed apt flooded Fri because landscaping drain outside bldg blocked w/mulch after very heavy rains

Apt complex wont assume blame and get clean up crew for water damage
He n wife used towels and sheets friday
Did little good to stop invading water
Went to our house fri nt
Went back Sat w new towels
Had to try to clean debris--dirt, bugs, leaves--themselves
Not covered by renters ins bcuz rising water

He should contact the local tenants' rights organization, if there is one. They can give him legal advice. Is the mgmt at least correcting the problem with the drain, so the problem won't occur again?
